一、项目来源：
为振兴发展吉林，2005年，吉林省委、省政府提出了经济发展“变快走为快跑”的战略要求。根据皓月集团打造国际级“肉牛航母”的企业发展战略，以及振兴东北老工业基地第一批国债项目——“中国皓月现代肉牛产业综合加工项目”已经陆续完成的实际情况，到2010年皓月集团将实现年屠宰肉牛100万头、肉羊200万只的生产能力。
为延长产业链，充分利用优质原皮资源，生产各种高档皮革、皮革制品，增加产品附加值，在省、市、区三级政府的大力支持和帮助下，皓月集团与意大利著名皮革企业签定了合资建设年加工50万标张牛皮革项目的合作协定，并计划在2010年将生产能力提高到年加工高档牛皮革100万标张、羊皮革200万标张。
中意合资皮革项目的建设，将为皮革制品制造企业提供各种风格的优质皮革原料。为创造新的经济增长点，皓月集团提出了以现有“长春皓月农牧生态科技产业园”规划为基础，引进十五至二十家意大利及世界顶级的各类大型皮革加工企业、各类皮革制品制造企业，合作建设“中意皮革工业园”，并将“中意皮革工业园”建设成为以肉牛相关农牧生态科技产业链为基础、皮革精深加工和贸易为龙头的大型农牧科工贸集群园区的远景规划。园区规划占地10平方公里，计划2015年底前全部建成，届时年工业总产值将达到1000亿元人民币。为加快“中意皮革工业园”园区建设，特在世界范围广泛招商。
二、首期招商企业类型及数量：
1．制鞋公司、皮件制造公司、箱包公司、服装公司等10-15户。
2．各类制鞋材料生产企业、皮革五金厂、缝纫机械厂、制鞋机械厂、印刷厂、包装材料厂等10-15户。
3．各种成品革、皮革制品及相关产品经销商、物流超市等50户。
三、入住企业基本要求：
1．国内外企业应是专业从事皮革业经济活动的公司。
2．皮革制品加工厂应具备年使用皮张10万标张以上的生产能力。
四、园区建设地点：
1．长春市皓月大路距环城路3公里至7公里处两侧，占地面积10平方公里，园区中有省道长郑公路穿过，距京哈高速公路1公里，南部紧邻长春一汽集团。该区主要为皮革制造企业。
2．卡伦经济开发皮革园，距长春市中心20公里，长吉公路从园区穿过，占地面积1平方公里。该区为皮革加工企业。
五、皮革园区政策优势。
1．投资企业除享有国家已规定优惠外，同时可享有老工业基地改造及农业项目开发的优惠。
2．减收土地出让金，并免收其他税费。

Project Description
Ⅰ. Project Outline:
In 2005, for vitalizing and developing Jilin Province, Jilin province committee and government put forward the strategic requirement that the economy should develop faster and faster. In accordance with the enterprise developing strategy that HAOYUE GROUP contributes “the flattop of fatten breeding cattle” in the world, and under the circumstance that the first group national debt construction items of developing northeast old industry base project----“Haoyue modern fatten breeding cattle industry processing project”----has been accomplished in succession, HAOYUE GROUP shall achieve the production capacity of annually slaughtering 1,000,000 heads of cattle and 2,000,000 heads of sheep.
In order to extend the industrial chain, to take good advantage of high-quality rawhide resource to product various high-grade leather and leather products for increasing the accessional value of the products, under the great support from the government of the province, the city, and the district, HAOYU GROUP has signed the cooperation agreement of construct the 500,000pieces /year standard cowhide tannery project together with a well-known Italian leather enterprise, and planned to reach the production capacity of annually slaughtering 1,000,000 heads of cattle and 2,000,000 heads of sheep.
The construction of Sino-Italian leather industry project shall supply the leather product enterprises with high-quality raw materials. In order to create a new economic growth, HAOYUE GROUP brings up a long-range plan that, on the basis of “Changchun Haoyue rural ecological scientific and technological industry park” program, HAOYUE GROUP will cooperate with many top-grade leather processing and leather product enterprises, who are absorbed by this project, to set up the “Sino-Italian leather industry park”. This park will be constructed as a large-scale park with agriculture, livestock, science, industry, and trade, with the agricultural industry chain relating to the fatten breeding cattle as its basis, and leather processing and trade as the leading role. The planning covered surface is 10 km², and it will be accomplished until the late 2015. On that occasion, the company will achieve 100billion RMB. For accelerating the construction of “Sino-Italian leather industry park”, HAOYUE GROUP sincerely invite businessmen to open companies in this area.
Ⅱ. The Types and Quantity of the prior enterprises invited

1. 10-15 shoemaking companies, leather products manufacturing companies, bag-making companies, or clothing companies etc.
2. 10-15 shoemaking material enterprises, leather hardware factories, sewing machinery factories, shoemaking machinery factories, presses, or pacing material factories etc.
3. 50 dealers of various finished leather, leather products and some products related, or market of materials circulation etc.

Ⅲ. The Basic Requirements for the Enterprises

1. No matter national or abroad, the enterprises should professionally engage in the economic activities of leather industry.
2. The leather products processing factories should possess the production capacity of making use of 100,000pieces/year standard cowhide.

Ⅳ.The Characteristics of the Park Construction

1. The both sides of Haoyue Road of Changchun City, which is 3km-7km apart from belt highway, the covered surface 10km².  Chang-Zheng highway crosses the park, and 1km distance from Jing-Ha freeway. Its south part is near to Changchun FAW GROUP. There are mainly leather products manufacturing enterprises in this area.
2. Kalun economic developing leather park, whose covered surface is 1km², is 20km from the center of Changchun City, which Chang-Ji Road crosses. There are mainly leather processing enterprises.

Ⅴ. The Policy Predominance of the Leather Park

1. The enterprises of investment can gain not only the preferential treatment from the nation, but also the preferential policy of the old industry base transformation and agricultural project development.
2. Cut down the fees of assignment for land, and exempt the other expenses of taxation.
